The post holder’s travel from their home to their assigned Welsh Government office is considered their ‘ordinary commute’ and must be done in their own time and at their own cost.
Purpose of post
Achieving modal shift and carbon reduction are the core aims and challenging targets have been set out Llwybr Newydd – the Wales Transport Strategy. Launched in March 2021, it is shaping our transport system over the next 20 years. It sets out a new way of thinking that places people and climate change at the centre of our transport system. It is also the first time that our transport strategy has explicitly incorporated digital connectivity.
The land and property team are key part of wider delivery team within the Strategic Road Network (SRN) Division. The division is responsible for the planning, operation, maintenance and improvement of the motorway and trunk road network in Wales on behalf of Welsh Ministers. One of Wales’ most important infrastructure assets with a value of over £18.0bn, it is essential for supporting the Welsh Government’s vision for a sustainable and prosperous Wales. The land and property team are responsible for the acquisition, management, disposal and any associated compensation payments for land relating to any schemes.
You will work within the land acquisition team whilst also providing support for the property management team.
Key tasks
Calculating, checking and submitting invoices and compensation payments for approval in line with current desk instructions and to enable performance monitoring in connection with achieving Branch objectives and Divisional targets. Ensuring associated records are kept up to date.
Assisting with reconciliation of branch financial information and actioning any discrepancies.
Dealing with miscellaneous enquiries from claimants and tenants and drafting appropriate replies and recording and filing appropriately
Miscellaneous office duties e.g. operational matters for the Branch, assist in occasional property inspections, record keeping, data entry and general office administration.
Ad hoc tasks with other teams across the Strategic Road Network Division.
Attendance at public information and Orders exhibitions with possible overnight stays on rare occasions
Assist with initial design consultations with scheme engineers and designers, checking road scheme plans alongside the Orders branch in preparation for publishing and scheme approval.
Assist with the serving of notices to claimants and deal with any queries received.
Support the case officer with scheme case work, dealing with claimant enquiries, payments, liaising with agents and ensuring financial records are updated.
Issuing instructions to and liaising with contractors, solicitors etc. relating to land acquisition and part 1 compensation claims.
Prepare and submit Lands Leadership Team papers for approval prior to making payments of compensation to affected landowners.
Act as a liaison between engineers, designers, claimants and agents, answering or passing on any design or engineering queries to the appropriate contact and assisting where possible.
Work closely with internal and external solicitors, answering any queries in relation to land ownership, provide detailed plans and suggest amendments where necessary to legal documentation.
Development opportunities
You will develop extensive knowledge of the legislation relating to the acquisition of land under the Highways Act 1980 and the various provisions which enable compensation to be paid to claimants under Acts including the Land Compensation Acts 1961 and 1973, the Compulsory Purchase Act 1965, the Planning and Compulsory Purchase Act 2004, and the Planning and Compensation Act 1991.
In addition, you will gain practical, hands‑on experience in supporting the delivery of major transport schemes, including exposure to Compulsory Purchase Order (CPO) processes, stakeholder engagement, and the end‑to‑end land acquisition lifecycle.
You will develop a broad skillset across:
- Drafting professional correspondence, notices, and briefing papers
- Financial processes, including compensation payments and reconciliation
- Operational delivery, supporting live scheme casework and programme milestones
- Data management, record‑keeping and use of internal systems to support decision‑making
- Stakeholder engagement, working with landowners, agents, solicitors and internal project teams
