About the role
Job summary
We are looking for a PCN Business and Transformation Lead to spearhead the business growth, financial strategy, and evolution of our Primary Care Network. This role provides a unique opportunity to drive multi-entity finances, lead change, and guide our network into integrated neighbourhood teams.
Main duties of the job To provide strategic, financial, and digital leadership to both the three-practice Primary Care Network (PCN) and its corresponding Limited Company. Working as the central Business and Transformation Lead, this role drives network growth, financial management, statutory compliance, and modernisation.
Crucially, this post focuses on corporate infrastructure, contract compliance, and change management. It leaves day-to-day staff coordination and general PCN operations to the PCN Operational Lead.

Our three GP practices in Armley collaborate as a Primary Care Network (PCN) of over 34,000 patients, aiming to integrate care and work better together to meet the needs of our population. Our key priorities as a PCN are prevention, mental health, and physical/mental frailty.
To deliver these services effectively, the PCN coordinates over 50 individuals across our Enhanced Access and additional roles frameworks.

Key Areas of Responsibility 1. Strategic Leadership & Network Governance Strategic Plan Alignment: Partner with the PCN CD, PCN Board, and Company Directorship to design, document, and execute long-term strategic plans and business cases.
DES Contract Management: Take the absolute lead on overseeing, reviewing, and ensuring network compliance with the NHS England Network Contract DES specifications.
Neighbourhood Evolution Support: Guide the PCN as it evolves into integrated neighbourhood teams, aligning network resources with wider community services, social care, and local health partners Network Coordination: Plan, organise, and chair PCN Leadership Meetings, including agenda setting, minute distribution, and communicating vital updates across the three member practices.
Citywide Representation: Act as the primary central ambassador for the PCN, representing the network's interests at citywide steering groups and ICB forums.
Risk & Agreement Management: Identify strategic delivery barriers or financial risks for the Clinical Director; update and maintain formal PCN member agreements as national guidelines evolve. 2.
Corporate Finance, Payroll & Pensions Management Dual Entity Financial Reporting: Design and maintain clear, separate financial reporting and budget monitoring systems for both the PCN network streams and the Limited Company accounts.
Bookkeeping & Claims: Manage financial accounts, monitor budget controls, and process inter-entity transactions (logging and claiming Limited Company expenses from PCN funds based on actual invoices).
Payroll & Pensions Delivery: Execute monthly payroll and coordinate pension scheme administration for all direct Limited Company employees, including the Enhanced Access and support teams.
NHS Income Optimisation: Track, verify, and submit accurate, timely claims for Enhanced Services, Network DES elements, and monthly ARRS funding via the ICB portal to maximise network revenue. 3.
Limited Company Secretarial & Statutory Compliance Companies House Administration: Manage all corporate legal obligations, including filing annual accounts, making statutory declarations, and updating Director registries.
Contract & Resource Procurement: Draft, negotiate, and monitor Service Level Agreements (SLAs), sub-contracting arrangements, third-party vendor services, and corporate insurance policies.
Information Governance: Direct annual compliance for the Data Security and Protection Toolkit (DSPT), ensuring network-wide alignment with GDPR and Freedom of Information (FOI) regulations. 4.
Digital & Transformation Transformation Vision & Maturity: Serve as the designated Digital and Transformation Lead, designing an overarching network roadmap to monitor and elevate the PCN's digital maturity.
Data-Driven Practice Change: Collaborate with practice teams to analyse local clinical data, identify operational bottlenecks, and implement digital changes that optimise patient access and staff satisfaction.
System Integration: Align the PCN with wider local and national digital strategies, accelerating the adoption of best practices, automated pathways, and remote care technologies. 5.
Enhanced Access (EA) Service Management EA Financial Oversight: Retain strict budgetary, financial management, and resource allocation controls over the dedicated Enhanced Access funding stream.
Supplier Optimisation: Monitor the performance, metrics, and contractual SLAs of third-party clinical suppliers delivering EA services.
Commissioning Assurance: Conduct strategic EA planning alongside the Clinical Director and collate mandatory performance reports for quarterly submission to the ICB. 6.
Cross-Network HR & Resource Support Recruitment Advisory: Work collaboratively alongside the Clinical Director, PCN Operational Lead, and Practice Managers to support corporate recruitment define job descriptions and join selection panels.
ARRS Deployment Analytics: Maintain an expert technical understanding of ARRS funding parameters to advise the Board on the most financially optimal deployment of multi-disciplinary teams.
Bid Writing & Commercial Growth: Identify alternative contract opportunities, authoring commercial bids to maximise network revenue.
