Job summary
An exciting opportunity has arisen for an experienced and motivated Senior Finance Business Partner (SFBP) to join our Financial Management team in Group Clinical Support Services working with the evolving Birmingham Solihull Pathology Network programme.
As an SFBP, you will play a pivotal role in shaping the financial affordability and sustainability of the Network including input into business cases.
In this senior position, you will provide business focused analysis and advice across various pathology disciplines, working in close collaboration with clinical and operational leadership teams.
You will use your financial expertise and insightful analysis to support and develop strategic financial models which help ensure the best possible use of resources across our services in the future.
The successful candidate will also be a key member of the Trust's Finance Department, contributing actively to the delivery of its overall objectives and supporting the continual improvement of financial performance across the organisation.
You will bring exceptional organisational and communication skills, with the confidence to prioritise a busy workload and work flexibly to meet tight and competing deadlines. This is a 12 month fixed term/secondment post.
Main duties of the job The Senior Finance Business Partner (SFBP) will act as the lead financial specialist to the Pathology Network, supporting the Head of Finance in providing business focused advice and management accounting expertise to the wider Business Unit.
You should have expert understanding of management accounting processes and best practice including trend analysis, forecasting and modelling.
A key focus of the SFBP role is to develop Network financial plans across a number of models requiring bottom-up cost modelling, understanding of investment appraisal and development of benefits realisation plans.
You will support the Head of Finance in leading the Financial Management team and have a real opportunity to make a difference and deliver value to clinical services and ultimately the patient. Candidates must be CCAB qualified accountants and have substantial relevant experience working in a financial management environment.
Exposure to finance within the NHS would also be advantageous.

Qualifications
Essential *Qualified CCAB accountant.
Post holder must comply with all the professional ethics of the Accounting body to which they are registered. *Participates in and commitment to continuing professional development and maintains their professional registration. *Experience of giving advice, guidance and training to Finance and Information Department staff as well as non-financial managers. *Full working knowledge of General Ledger system and associated software. *High level of computer literacy.
Desirable *Post graduate qualifications e.g. Masters, MBA appropriate understanding of the different accounting treatments required for the NHS by legislation or Department of Health policies.
Experience Essential *Significant management accounting experience. *Staff management experience including recruitment, selection, objective setting, appraisals and managing performance. *Presentation of highly complex financial and non-financial information. *Inspiring confidence & developing highly effective working relationships with finance, clinical and non-finance colleagues, including those at a senior level. *Presentation of financial information and leading financial discussions at management level meetings. *Supporting managers and clinicians in the use of benchmarking, service line reporting and patient level cost information.
Desirable *Significant experience of the NHS or similar clinical environment. *Ability to identify opportunities for change and successful management of the change process. *Understanding of the development of business cases under the Green Book 5 Case model.

Desirable *Detailed understanding of the financial analysis required for the submission of service development business cases, including SWOT, Sensitivity analyses, payback period, Internal rate of return, discounted cash flows etc. *Knowledge of other non-financial KPIs and the interdependency with the financial position, e.g. 18 weeks RTT, 4 hour ED target and Cancer targets. *Detailed knowledge of the commissioning regime; knowledge of the structure of the national tariff and payment schemes, and also the effects of policies such as the 10 Year Health Plan. *Change management skills. *Ability to identify financial risks together with associated mitigation or solutions. *Awareness of the need for adherence to delegated powers and escalation of breaches within the scheme of delegation. *Very high levels of concentration required in dealing with complex financial issues. *Ability to react to changing priorities and to deliver results within tight timescales. *Ability to drives contentious financial conversations through the Division, often in conflict with clinical and management views.
