A starting salary between £61,098 and £68,003 will be offered to the successful candidate based on their skills, knowledge, experience and performance at interview. This range is not negotiable. The pay scale of this role has a salary band between £61,098 and £73,057 in 4 annual increments. Pay progression is based on annual incremental advance to the next point on the scale (awarded subject to satisfactory performance) until the employee reaches the target rate.

The post holder’s travel from their home to their assigned Welsh Government office is considered their ‘ordinary commute’ and must be done in their own time and at their own cost.

Purpose of post

The Strategic Road Network (SRN) is one of Wales’ most significant public infrastructure assets, valued at approximately £21 billion. Although it represents around 5 per cent of the total road length in Wales, it carries approximately one third of all traffic and is critical to economic growth, community connectivity, access to essential services and the delivery of Welsh Government transport, climate and wellbeing objectives. Keeping the network safe is fundamental to everything we do.

As Head of Road Safety Delivery, you will provide strategic leadership for road safety across the Welsh Government's Strategic Road Network, helping to translate policy into practical improvements that make a real difference to people's lives.

This is a varied and influential role, acting as a key link between policy and delivery. Building strong relationships, working collaboratively and influencing others will be central to ensuring road safety interventions are evidence-led, effectively delivered and aligned with Welsh Government priorities.

You will lead the road safety function within the Strategic Road Network Division, providing oversight of programmes, risk management and assurance activities that support the delivery of the Safe System approach. You will also play an integral role in building strong partnerships and fostering collaboration to improve outcomes.

The role offers opportunities to contribute to advice for Ministers and senior officials on road safety matters, helping to shape decisions that influence road safety policy and delivery across Wales.

This is a unique opportunity to influence national priorities, shape investment decisions and contribute directly to improving safety on one of Wales' most important infrastructure assets.

Support delivery of Welsh Government road safety priorities, the Road Safety Partnership Plan and the Safe System approach, ensuring national ambitions are translated into effective delivery on the network.

Promote an evidence-led approach to decision-making, ensuring road safety investment and interventions are informed by data, professional expertise and lessons learned.

Embed road safety considerations across the Strategic Road Network Division, supporting colleagues to identify opportunities to improve safety outcomes through investment, operations and maintenance activities.

Lead the development and delivery of programmes and initiatives that improve road safety outcomes.

Identify opportunities for innovation, learning and continuous improvement.

Partnership Working and Influence

Build strong relationships and work collaboratively with colleagues and partners to support the successful delivery of road safety priorities.

Influence decision-making across the Strategic Road Network Division, promoting the integration of road safety considerations into programmes, projects, operational activities and investment decisions.

Act as a key link between policy and delivery, ensuring practical delivery experience informs future policy development and that policy priorities are effectively translated into operational activity.

Champion the Safe System approach and use evidence, professional expertise and effective relationships to influence positive road safety outcomes.

Represent Welsh Government within road safety forums and professional networks, helping to identify emerging issues, share learning and bring innovative approaches and best practice into Wales.

Provide clear advice and recommendations to senior leaders on road safety matters.

Team Leadership and Professional Expertise

Lead a small team, creating an inclusive and supportive environment.

Promote knowledge sharing and professional development.

Provide oversight of road safety risks, standards and technical considerations to support effective decision-making.

Development opportunities

You will work at the interface between policy and delivery, helping to shape how national priorities are translated into practical improvements on the ground. As part of the Strategic Road Network Division, you will also have opportunities to broaden your experience through wider divisional and corporate activities, helping to shape the future of road safety delivery in Wales.

A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months in line with WG policy.

Professional Requirements

Degree-level qualification or equivalent professional qualification in road safety, transport, engineering or a related field. Qualifications to be checked at onboarding stage

Travel Requirements

This is a pan-Wales role and can be based at any Welsh Government office. The successful candidate will be expected to attend their nearest office regularly, typically around two days per week.

The role requires travel across Wales to attend meetings and undertake site visits. As some locations may not be accessible by public transport, a valid UK driving licence is required and occasional overnight stays may be necessary.
