Job description
This is a maternity cover for a Grade 7 role as the Head of Housing & Family Benefits in the Welfare Spending and Reform (WSR) team. You will lead a branch that looks at the range of ways the welfare system supports households with the cost of housing and raising children.
Key accountabilities of the role include:
- Leading the Treasury’s policy development on housing benefits, Child Benefit, the High Income Child Benefit Charge, and the Crisis & Resilience Fund. This will include advising the Chancellor and junior ministers on a wide range of new policy proposals for Budgets and Spending Reviews.
- Running the Treasury’s spending control for housing and family-related benefits. This will include identifying spending risks and scrutinising bids from other departments, including the Department for Work and Pensions (DWP), the Ministry for Housing, Communities and Local Government (MHCLG), and HM Revenue and Customs. You will also oversee spending control for smaller benefits such as parental pay and bereavement support.
- Develop the expertise of yourself and your team, so that your branch acts as the point of contact on housing and family-related benefits within the Treasury. This will require you to stay abreast of the latest data and trends, stakeholder views, how these benefits impact on claimant households, and headline metrics such as child poverty and homelessness.
- Building open and collaborative relationships with colleagues in DWP, HMRC, MHCLG as well as a range of Treasury teams with an interest in these policy areas. Our work often involves taking a strategic, crosscutting look at how the welfare system is supporting key government ambitions, like tackling homelessness, improving living standards, or addressing migrants’ access to benefits.
- Managing a branch of two staff , ensuring they deliver timely and high quality work and supporting their wellbeing and personal development.
- Act as part of the team leadership alongside the team’s other Grade 7s and Grade 6s. Actively contribute to creating a positive and inclusive team. This includes supporting team objectives and role-modelling Treasury and team values. You will also be expected to get involved in making the Personal Tax, Welfare and Pensions (PTWP) group, and the wider Treasury, a great place to work.
This role is available as maternity cover for a fixed term. If you are an existing HM Treasury employee applying from outside PTWP, you will return to your current group at the end of this period and should therefore seek approval from your line manager before applying.
