On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.

As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.

About the Organisation:

PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.

We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.

The Post:

Post 1 – Cancer and Diagnostics

An exciting opportunity has arisen for a Programme Manager to join the Cancer and Diagnostics Portfolio in National Services Directorate. This hybrid role encompasses responsibility for a portfolio of nationally commissioned Cancer and Diagnostic Specialist Services, alongside management of the Scottish Strategic Network for Diagnostics. The postholder will lead the commissioning, performance management and review of specialist services, while planning, coordinating and delivering complex programmes and projects using programme management and quality improvement methodologies. The role requires strong programme, change and stakeholder management skills, with the ability to work effectively across organisational and professional boundaries to achieve shared objectives and deliver national priorities. Experience of building productive relationships with senior stakeholders, managing competing priorities within complex environments and driving service improvement and transformation is essential.

Post 2 – Sexual Assault Response Coordination Services (SARCS) Network

An exciting opportunity has arisen for a Programme Manager to join the Sexual Assault Response Coordination Services (SARCS) Network.

• the ability to work in highly sensitive, trauma-responsive settings?

National Strategic Networks work across geographical and organisational boundaries to support a ‘Once for Scotland’ approach to the planning, design and delivery of an integrated, holistic, person-centred care pathway across the health and social care system.

Reporting to the Senior Programme Manager, the post holder will join a team who will drive forward a programme of work for ensuring a national, co-ordinated approach to the continuous improvement and development of NHS SARCS for survivors of rape and sexual assault, supporting NHS Boards to deliver the highest standards of patient care in accordance with Healthcare Improvement Scotland (HIS) Standards.

You will have excellent leadership, influencing and organisational skills, with the ability to produce written work of the highest quality. You will work in collaboration with Lead Clinicians, people with lived experience of rape and sexual assault, and key stakeholders to enable the Network to deliver its aims and objectives. You should be able to work on your own initiative, be proactive, manage and prioritise a busy work schedule, often requiring travel across Scotland, and demonstrate attention to detail.

Networks include healthcare professionals, managers and leaders from NHS, wider justice partners, Third Sector partners and policy teams within Scottish Government. Engaging with stakeholders at this level requires the postholder to be able to nurture relationships across professional, organisational and geographical boundaries.

Post 3 – Fertility Scotland Network

This role is based in the Transplant, Cardio, Paediatrics & Perinatal Portfolio of the National Services Directorate. The post holder will lead the management of the Fertility Scotland Network, a national strategic network commissioned by Scottish Government to support the delivery and continuous improvement of NHS fertility services in Scotland. The role has responsibility for the effective planning, co-ordination and management of the Network and its agreed portfolio of work to drive service change at a national level, working across organisational boundaries and delivering improvement in complex and dynamic environments. It requires excellent skills in communication and stakeholder management, leadership, influencing, organisational skills and the ability to interpret complex data and produce written work of the highest quality.

The Candidate:

We are seeking experienced and motivated Programme Managers with a proven track record of delivering complex programmes, service improvement and organisational change. You will possess excellent leadership, communication, influencing and organisational skills with the ability to build effective relationships across a wide range of stakeholders. Educated to degree level or equivalent experience, you will be highly proactive, able to work on your own initiative, manage competing priorities and deliver high quality outcomes to agreed timescales. The successful candidate will have experience of NHS management, programme and project delivery, governance and reporting.

Location and Working Pattern:

• Gyle Square, Edinburgh or Delta House, Glasgow
• Currently hybrid working
• Monday to Friday, 36 hours per week
