Senior Officer – Financial Crime (Fraud, ABC & Tax Evasion) at Bank of China in London

About the role

Financial Crime and Compliance department is responsible for ensuring that all financial crime and compliance risks within the Bank are identified, managed or mitigated. It establishes and maintains the Bank's regulatory communications, compliance risk management, regulatory reporting and compliance advisory. As a Senior Officer - Financial Crime (Fraud, ABC & Tax Evasion), you will support the day-to-day management of financial crime operations, focusing on Fraud, Anti-Bribery & Corruption (ABC) and the prevention of Facilitation of Tax Evasion. You will help maintain robust controls and ensure regulatory compliance while working closely with other teams within the department to manage financial crime risks effectively. This is a full time 12 months fixed term contract position.

Key Responsibilities

Propose updates to Fraud, ABC and Facilitation of Tax Evasion related policies via gap analysis exercises on UK legal and regulatory requirements and internal applicable policies

Support the annual Fraud, ABC and Facilitation of Tax Evasion Business Wide Risk Assessments process

Review and challenge the day-to-day Fraud, ABC and Facilitation of Tax Evasion queries/escalations from business, including Gift and Entertainment escalations and Associated Person Escalations

Provide advice and challenge to business lines across wholesale, corporate and retail banking

Review regulatory guidance and assess its impact upon Bank in relation to Fraud, ABC and Facilitation of Tax Evasion matters

Support implementation and continual review and enhancement of the Bank’s Fraud, ABC and Facilitation of Tax Evasion automated systems including but not limited to designing the relevant rules to be in place

Prepare regular MI data required for reporting to Senior Management, ensuring that reporting in respect of financial crime is completed accurately and on a timely basis

Undertake the planning, preparation and delivery of Fraud, ABC and Facilitation of Tax Evasion awareness-related training

Ensure adequate record keeping of daily activities within the function in support of cross-functional MI and performance management metrics

Requirements

Degree educated in Law, Banking, Finance, or other relevant subject

Professional qualification in Financial Crime, Fraud, ABC, Facilitation of Tax Evasion or a related area (e.g. ICA/ACAMS Certificate) is desirable

Experience in Financial Crime, including Fraud, ABC, Facilitation of Tax Evasion and Gifts & Entertainment, ideally in Retail Banking, Corporate Banking, Financial Markets and/or Trade Finance

  • Banking and/or consultancy experience is preferred
  • Experience in record-keeping and production of MI
  • Experience in assessing regulatory change and implementing regulatory requirements
  • Knowledge of Banking products and operations is preferred
  • Knowledge of FCA/PRA Handbook
  • Knowledge of JMLSG Guidance, POCA and MLRs
  • Knowledge of UK, EU, US and UN sanctions regimes
  • Knowledge of EU Financial Crime directives

Knowledge of the UK regulatory and legislative requirements and industry practice for the financial crime disciplines, including AML/CTF, Sanctions, Fraud, ABC and Tax Evasion

  • Fluency in Mandarin is a plus
