We have created a new Service Director role that brings together a broad portfolio of regulatory, community safety and protection services. This is a rare opportunity to help shape both a newly configured leadership portfolio and the future direction of an ambitious borough.

About You

You are an experienced senior leader who understands that effective regulation, community safety and place leadership are fundamental to creating successful communities.

Your background may sit within community safety, public protection, regulatory services, enforcement, emergency planning or another closely related environment. What matters most is your ability to provide confident strategic leadership across high-profile services, navigate complex risks and build effective partnerships that protect residents and strengthen communities.

You will be politically astute, collaborative and resilient. You will have experience of influencing senior stakeholders, managing complex issues and balancing competing priorities while maintaining public confidence and professional integrity.

Most importantly, you will be motivated by the opportunity to shape outcomes. Whether strengthening community safety partnerships, improving regulatory and enforcement services, increasing resilience, enhancing customer experience or leading service transformation, you will want your work to make a meaningful and lasting difference.

About the Role

As Service Director, Regulatory Services, Community Safety and Protection, you will lead services that are central to protecting residents, maintaining confidence and supporting strong, resilient communities. Your leadership will set the strategic direction for community safety, public protection, regulation and enforcement across the borough.

The portfolio spans regulatory services (licensing, environmental health and trading standards), community safety and enforcement, emergency planning, CCTV, planning and building control. Working alongside experienced professional leaders, you will provide strategic leadership, set clear priorities and bring these interconnected services together to manage risk, protect the public and deliver visible improvements for residents and communities.

A major opportunity within the role will be to strengthen Rotherham’s approach to community safety and public protection, ensuring services respond effectively to emerging risks, local concerns and changing regulatory demands. You will enhance regulatory and enforcement services, support effective emergency preparedness and build influential relationships with key partners including South Yorkshire Police, the Local Resilience Forum and neighbouring authorities. You will also provide strategic oversight of planning and building control, including the development of the new Local Plan, as part of the wider portfolio.
