Managing Employee Expectations Around Quiet Quitting

More of our employees are doing the bare minimum at work, which is affecting our team's overall productivity, we have tried to address this through performance reviews but it's hard to pinpoint the root cause. As someone who's also an employee myself, I do not want to come across as micromanaging, but at the same time, I need to ensure our company goals are met. We've had cases where employees are meeting their targets but not contributing to the team's workload, which is causing frustration among other colleagues. How can we strike a balance between allowing employees to set boundaries and maintaining a high level of performance without overworking others?
