HR Teams Drowning in Day-One Flexible Working Requests

Recruiters across mid-size UK firms are reporting 30-plus flexible working requests per week since the day-one right under the Employment Rights Act kicked in April, and most HR teams haven't got a filtering framework in place. Three line managers I've spoken to are approving everything just to clear the backlog, which completely defeats the point. How are other teams handling the volume without rubber-stamping every request?
