About the role
Job summary
We are looking for an experienced Content Designer who is passionate about user-centred design and wants to help improve the safety of buildings and protect residents across the country. As a senior practitioner, you will lead the design and continuous improvement of content for the Building Safety Regulator (BSR), ensuring it meets user needs while supporting organisational priorities. You will shape content strategy across complex services and guidance, using evidence, user research and data to make informed decisions and improve outcomes for users.
You will work as part of multidisciplinary teams alongside service designers, interaction designers, user researchers, policy colleagues, communications professionals and subject matter experts to create accessible, inclusive and consistent content published on GOV.UK. You'll build strong relationships across BSR, influence decision-making, and champion content design best practice to improve the quality of our digital services. As a senior member of the content design team, you will provide leadership within the profession by mentoring colleagues, assuring quality, and helping to develop content design capability across the organisation.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job description
The Building Safety Regulator (BSR) became an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) on 1st June 2026.
The BSR is a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees are Public Servants, rather than Civil Servants.
All employees will have access to:

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. This would be subject to that department’s own policies and arrangements.
Key Responsibilities
As a Senior Content Designer, you will:
- Lead the end-to-end design, testing and continuous improvement of content for complex services and guidance, ensuring it meets user needs and organisational objectives.
- Use user research, analytics, performance data and other evidence to make informed content decisions, evaluate impact and identify opportunities for improvement.
- Build trusted relationships with stakeholders, influencing decisions and challenging constructively to advocate for user-centred content and services.
- Work collaboratively within multidisciplinary teams to shape user journeys, solve complex content problems and ensure content supports effective service delivery.
- Champion content design best practice by providing quality assurance, leading content critiques, mentoring colleagues and helping develop capability across the organisation
- Develop and maintain accessible, inclusive and consistent content that complies with standards, accessibility legislation and content governance principles
Person specification
Essential Skills and Criteria
You will have:
- Experience of designing and improving user-centred content for digital products or services, working within multidisciplinary teams and using agile ways of working
- Experience of using user research, analytics and other evidence to make content decisions, measure performance and continuously improve outcomes for users
- Proven ability to simplify complex policy, legislation or technical information into clear, accessible and actionable content for a range of audiences
- Experience influencing senior stakeholders, building collaborative relationships and confidently challenging assumptions to achieve better outcomes for users
- Experience coaching, mentoring or supporting content designers and promoting high standards through content critiques, quality assurance and communities of practice
- Knowledge of accessibility, inclusive design and content standards, with experience applying these to create high-quality digital content and services
Hybrid Working
At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
