Person specification
The successful candidate will have a strong track record of strategy development, implementation and/or substantial use of strategic tools and techniques in previous roles. You will have experience of analysing complex issues, turning evidence into practical recommendations and delivering outcomes through collaboration with others.
You will be confident engaging senior stakeholders, building effective relationships and working across organisational boundaries to achieve shared objectives.
Essential Requirements
- Experience of leading strategy development, including developing strategies that set longer term overarching direction for an operational delivery organisation and/or multiple areas (for example operational, productivity, customer, digital, target operating model etc.) or substantial use of strategic tools and techniques
- Experience operationalising strategies for large-scale organisations
- Excellent oral and written communication skills, with the ability to communicate complex information clearly and produce high-quality written products for a range of audiences, including senior decision-makers
- Experience of building effective partnerships and influencing senior stakeholders across organisational boundaries to deliver strategic outcomes in complex organisational
- Proven leadership capability, including developing individuals and leading high-performing teams in a complex environment
- Ability to interpret technical and operational information and translate it into clear strategy advice.
- Strong analytical skills, with the ability to draw key insights from data and develop evidence-based proposals
- Experience of developing or working within complex assurance, reporting or performance frameworks.
Desirable:
- Understanding or experience in enterprise design and strategic engagement across complex stakeholder landscapes.

Candidates who pass the initial sift may be progressed to a full sift or progressed straight to interview.

Interviews are currently taking place using Microsoft Teams Video. We will provide more detail if you are shortlisted for interview.
We will assess you on the Behaviours listed in the job description, Strengths and a Presentation.
At the interview, the panel can then probe further and ask applicants to provide further specific examples that show how they best demonstrate their skills.
Presentation
You will also be required to conduct a 10-minute presentation. Information on the presentation topic will be provided to you if you are shortlisted for interview.

Hybrid working at HMRC
HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Our offices provide opportunity for interaction, collaboration which aids learning and development and a sense of community.
