About the role
Job summary
We are looking for two exceptional and experienced senior leaders to join NHS West Yorkshire Integrated Care Board as Director of Integration for Leeds and Director of Integration for Bradford, District and Craven. NHS West Yorkshire ICB is in the process of moving to its new role as a strategic commissioner.
In this role the ICB will continue to work very closely with the wider WY health and care system, including but not limited to partners, people and local communities, to improve outcomes, experiences and reduce health inequalities.
Our objectives and commitments both as an organisation and system will continue to be bold and ambitious, building on the great work we have collectively achieved together.
The ICB will have three core roles: Strategic commissioner - Ensuring that services are planned and delivered in a way that meets the needs of the population both now and in the future Convenor - Bringing together all partners in the Integrated Care System to agree and deliver the five-year strategy, ensuring delivery of local and national priorities by working together effectively and taking mutual responsibility for the results.
Integrator - Place-based integrator teams will assess population health risk and facilitate place provider partnerships to co-design new integrated models of care.
The Directors of Integration will lead place-based integrator teams to a) deliver integrated neighbourhood healthcare and b) support the development of place-based provider partnerships.
Main duties of the job Along with the current Director of Integration for Calderdale, Kirklees and Wakefield, these posts are the senior-most ICB representatives at place speaking on behalf of the ICB. They work closely with local partners, supported by the West Yorkshire ICB teams.
They are responsible for strategic leadership and partnership engagement with local councils, NHS providers, General Practice, VCSE organisations, and other key stakeholders.
On behalf of the ICB the postholder will have responsibility for implementing the NHS ten-year plan and supporting local partners to drive the delivery within their designated place, ensuring alignment between national policy, ICB commissioning intentions, and local priorities.
Accountable to the Executive Director of Strategic Commissioning and Partnerships, the post-holders will be both core members of their leadership team and the wider ICB Executive Team and play an important role in shaping commissioning intentions and supporting the development of priorities and policy across the ICB.
We are seeking a credible, compassionate and resilient system leader with significant senior leadership experience, a strong understanding of the health and care landscape, and a proven track record of leading complex, system-wide change.

The postholder will provide strategic leadership at place, acting as the formal ICB representative at all Leeds or Bradford partnership leadership forums and decision-making bodies, including Health & Wellbeing Boards in all five places.
This will require strong collaboration with local partners to develop and champion how the ICB supports a shared vision and strategic plan for the place which promotes integration, ensuring alignment with NHS England and ICB policy frameworks, as well as Health and Wellbeing Strategies and Place Plans of Local Government.
This will involve securing sufficient consensus on priorities that reflect local needs and national and ICB expectations.
With partners, they will lead the development and delivery of the neighbourhood health model at place, fostering strong engagement with general practice and other providers to ensure services are accessible, integrated, and focused on improved outcomes.
This will includeproviding operational leadership support to general practice, ensuring delivery of national access standards and fostering modern, sustainable practice models within the place. They will also lead and ensure meaningful co-production with service users and the public across service redesign and transformation programmes.
The postholder will be responsible for managing delegated multi-million-pound budgets across community health, primary care, and VCSE sectors, in line with the ICB scheme of delegation and standing financial instructions, ensuring financial stewardship and alignment with strategic goals.

Experience Essential Experience of accountability for multi-million-pound budgets; significant experience leading multi-function teams at a senior level; experience of leading teams through highly complex and contentious change; experience of leading highly contentious service change; board level experience; experience leading multi-agency strategy and planning within a health or care system; strong track record of influencing and leading system-wide change at a strategic level; strong track record in turning policy into strategy and service transformation; in depth knowledge of NHS England, ICB, and local authority policy, planning and governance frameworks.

Qualifications
Essential Educated to Masters degree level or equivalent experience; evidence of extensive continued professional development across a range of highly developed specialist areas including at post-graduate level; recognised qualifications/evidence of learning and additional in depth knowledge and experience in a number of the following: finance, population health management, primary care commissioning, commissioning and pathway design, strategy and planning, organisational development.
